Since the early 1990's, the United Services Board of Directors has reviewed options that would ensure the long term financial viability of the agency. With such a large percentage of support coming from taxpayer based entities (Developmental Disabilities Resource Board and the local school districts), the Board felt the need to explore options that would allow for the continuation of services if any other revenue source was compromised or eliminated.
In March 2001, as part of their strategic planning process, the Board included the development of a planned giving program. A board committee was established and ultimately recommended that the agency create an endowment fund. This board endowment committee also was tasked with structuring the endowment project and identifying prospective board members. The endowment committee felt it was prudent to establish a separate non-profit organization so that the agency would not be tied fiscally and/or legally to the endowment's transactions. The committee submitted an application to the IRS for 501C3 status, established Articles of Incorporation and received commitments from seven area business leaders to serve on the Endowment Board.
In December 2002, the Endowment for United Services' board began meeting. Their primary responsibilities include monitoring and recommending investment strategies to preserve the endowment principal over the years and ensuring that all donors' wishes are being carried out through the investment policies that they establish and administer. The planned giving process matches donor's needs with a specific giving tool. A planned gift is any gift that is designed or structured in connection with your individual tax and estate planning goals. The Endowment for United Services offers various planned giving options. These types of gifts can provide reassurance to donors that the children of St. Charles County will always have the opportunity to develop their abilities to their maximum potential through the therapeutic and educational support offered at United Services.
Gifts to the Endowment for United Services may be either restricted or unrestricted. You designate restricted gifts for a specific purpose. Unrestricted gifts can be allocated at the discretion of the Endowment Board of Directors for program expansion, staff education, equipment, capital improvements and debt reduction scholarships or operational support.
