How do I know if my child has special needs?
If you feel your child is lagging behind in any developmental area, you need to contact your local school district's Early Childhood office and request a Developmental Screening appointment. If the screener feels there are areas of concern after the screening, they will refer the child to the district's Early Childhood Special Education Office for further evaluation. All test results will be shared with the parents once they are complete.

Who do I call for a Developmental Screening?

Developmental screenings are recommended annually for all children ages three (3) to five (5) who are not receiving special education services.  These screenings are provided free of charge through local school districts and their Parents As Teachers program.  Screening is conducted in all developmental areas (speech, language, fine motor, gross motor, cognition and social/emotional/behavior.  Hearing, vision, and health screenings are also included.  The screening allows parents to know whether their child is developing within normal ranges or if there are any areas that need further evaluation.  Parental consent for initial evaluation is required.

How is the agency funded?

United Services is supported through a number of sources. They include:

  • United Way
  • Developmental Disabilities Resource Board
  • Contracts with Fort Zumwalt, St. Charles, Orchard Farm and Warren County school districts
  • Department of Health
  • Department of Mental Health
  • Program fees
  • Fundraising/donations


What are the ages of the children who attend the agency?
Children range in age from 6 weeks of age to kindergarten.

What is the cost for Extended Care services?

Rates are as follows:

Infant & Toddlers (6 weeks – 24 months) 5 days per week - $235 (includes maximum of 10 hours per day); at 12 months of age, lunch is provided to the child and is included in the weekly rate; breakfast is also available at a fee of $1/day).

2-3 year old Classroom: $4.75/hour; Lunch & snacks are included; breakfast is available for $1/day.

3-5 Year Old Classroom: $4.50/hour; Lunch & snacks are included; breakfast is available for $1/day.

Families with more than one child qualify for a 10% discount on additional children's fees. Discount will apply to the lower of the additional billed amounts.

Non-refundable annual registration/supply fee $75



What is the cost of preschool?

Preschool rates are as follows (effective Fall 2011):

2 ½ - Young 3 year old class $170.00/month
Meets 2 days per week (Monday/Wednesday or Tuesday/Thursday) from 9am-noon)
Child must be 3 before February 1, 2012.

3 year old class
$160.00/month – Morning classes
$135/month – Afternoon classes
Meets 2 days per week (Monday/Wednesday or Tuesday/Thursday) from 9am-noon OR 2 days per week (Monday/Wednesday) from 1-4pm.
Child must be 3 before August 1, 2011.

4 year old class
$240.00/month
Meets 3 days per week (Monday, Wednesday, Friday) from 9am-noon OR 1-4pm.
Child must be 4 before August 1, 2011.

Four day class (mixed ages 3-5 year olds) AM:
$240/month
Meets Monday-Thursday 9am-noon.
Child must be 3 before August 1, 2011.

Five day class (mixed ages 3-5 year olds) AM:
$300/month
Meets Monday-Friday mornings 9am-noon.
Child must be 3 before August 1, 2011.

PACE (Positive Achievement through Creative Exploration):
$260/month
Meets Monday through Thursday afternoons from 1-4pm.
Class is designed for children who will be 5 by September 30, 2011 and/or whose parents have decided to hold their child out of Kindergarten for the 2011-12 year.

Funding for special education services is provided through the Department of Mental Health, Department of Health or the local school district.



What's the procedure for getting my child with special needs enrolled at United Services?
For children ages birth to age 3 who have a developmental delay or diagnosed condition, parents need to contact First Steps, an early intervention funding source through the state of Missouri. Families can contact the St. Louis Regional Center at 636-926-1200 and ask for intake. Children go through a screening process to determine if they are eligible for services. Once children are enrolled in First Steps, families may choose to receive therapy services through United Services. For the Early Childhood Special Education program, the child would have to be diagnosed through their school district as needing special education. The IEP (Individual Education Plan) team would have to decide that the most appropriate placement was at United Services.
